Apparently physics in equestria means that adding the weight of the scooter and helmet and adding drag from the dirt and grass that ponyville is known for doesn't effect her wings being able to propell her horrizontally. but when she tries to lift her body up from the ground she fails every time.

Assuming her scooter is good enough to not have a ton of friction with the ground (or its own wheels), the physics do technically make sense.
Always easier to move along the ground than to lift off of it.

she could always jump from a high place. of course with supervision. it would be like a bird who hasnt learned to fly yet and the parent is shoving them off of the nest.
