Hmm these suggestions are pretty hit and miss but some I wouldn't have thought of and I'd be very curious to see them i nthe role. For example, Jason Isaacs as Ra' al Ghul caught my eye. I really think he could pull off a role like that now you mention it! Hugo Weaving as Black Mask would be great. Again not a chocie that would have naturally occured to me. Hopkins as Strange - brilliant idea. Norton as Dent could be interesting too. Hoffman is an oft mention choice for Penguin that could be pretty good.
However I am really aginst the idea of Eddie Murphyas The Riddler. The fact you've called him 'Dr. Edward Nygma' shows a familiarity only with Batman Forever as that was the only canon where he was a doctor. And if you're thinking along those lines, then maybe yes, then Murphy would be suitable. But that Riddler is not akin to the character on a the whole in all other canon. Murphy could never pull off a true Riddler role, only another Carrey/poor man's Gorshin version.

I like most of the choices, but I have to say Jake Gyllenhaal as Batman kind of made me gag a little (no offense, I've just never liked Gyllenhaal very much for inexplicable reasons I can't articulate), and I'm not feeling Eddie Murphy as the Riddler. Not because he's black, but just because I've always liked the more serious portrayals of Riddler as opposed to comedic ones. There are plenty of black actors I would choose for Riddler ahead of Eddie Murphy.
That said, Anthony Hopkins as Dr. Strange ftw! Jason Isaacs as Ra's Al Ghul is also awesome since he did such excellent voice work in "Under the Red Hood." Actually, most of these would be incredibly awesome - I love Gary Oldman as Gordon but Bryan Cranston seems like a stronger choice for a long-running TV show, having worked on Breaking Bad previously. I think you'd end up with two different but awesome takes on the character.
