I don't know if the hair particle system is in Blender Internal, but at least it is in Cycles. (latest version is 2.77)
My animation is more a study. It is difficult to understand all the different settings in the particle system.

Oh yes, it might be specific to Cycles (which I hear is a great renderer), which would make sense. Hair/fur shading is often largely done by shaders and the renderer, and not purely on the model itself...if that makes sense. And my Blender version is one of the 2.77 git builds (from Thomas Schiex's PPA).
It's alright, it does sound pretty complicated >.< seems to have a pretty good idea about it though :3
