Because Magnus sparkles in the DARK too.....and he's been sparkling longer(contrary to popular belief, Magnus totally was sparkly 700 or more years ago. How old is Edward? 300? And nowhere as near well liked as Magnus....)

I was about to make this statement but instead, as the pecking order allows, I will second the statement over in the court of law. *salutes with military strike*.
.... That being said, Armstrong only gets higher bid because his sparkles are completely unnecessary yet add as contrast to his manly pectorals, leaving generations of Amestris families in awe.
While Magnus' sparkles are part of his flamboyancy in ways still not understood by human kind for all his eight hundred years.
As long as both sparklers hold dear the greater good with this constitutional skill in each their individual ways, there should be no will to raise one sparkler higher than the next.
In the scope of now, your honour, let me pronounce Major Armstrong sparkliest in the land. His single curl of perfect baby hair does not hinder the gloss of a meticulously shaved scalp, with which blinds those in its glow.
