Yup. I'd think that's because surviving by themselves is difficult.
I mean, during Soviet times, they had the USSR and each other to kinda'... I guess 'lean on' for support when it came to government and economy stuff.
With their new-found independance, I guess it's hard for younguns and their parents to get a stable job or stable education...
