fan-art of twitter.com/starrynightmix design for these two in a secret rings game! They didn't share any headcannon for them so I went with a little fictionnal story,
I lack knowledge of the one and thousands night storybook but since it revolves around treasures, wishes, genies and djinn, I went with Shadow being a make-up djinn/genie which is sealed in ring/jar/lamp among other treasures which Blaze, a guardian, is tasked with protecting, amaking sure that the world is protected from them (some part of the treasures are dangerous djinnn,

Iblis is already canonically kind-of-Satan in this setting so she would be less linked to it, but maybe another version of the Ifrit? instead of the golem it could be a sealed-crazy-djinn which ressemble the phenix-like being of runners 2) . Shadow would be, ofc, completly focused on getting free and getting revenge on what/who sealed him (to parallel his normal game story), being a bitter genie, viewing harshly the rest of humanity. I can see the story of his fall into cruelty being one where a sick young girl (Maria,Elise, Molly?) finding him and having the chance to make a wish to heal herself but instead using it for the sake of other (parralel of Maria wish) only for greedy men to come fom him as the story of a genie granting wishes reach their ears, killing the girl and family and sealing him/using him against his will with the system of the wishes.

Then, for the on-going story, it will revolves about someone managing to steal something dangerous (maybe Ifrit, or something akin to what the normal Blaze is protecting) from the treasure and Blaze having to go after the stealer (Jet, or all of the Babylon Rogues would fit in quite nicely), taking Shadow's lamp along to use his powers to manage against the danger. He would tries to tempt her / trick her to be set free, offering gold and alike stuff but would only met her stern attitude and diligent behavior. Which could evolve in borderline mockery of Shadow lack of understanding on what people could really want. Since he doesn't manage to trick her with a wish. (Shadow pessimistic views on humanity actually hindering him from understanding her.)

She'll have a sense of duty akin to canon-Knuckles and/or canon-blaze, as in her wishes would only be to succeed at protecting other, but she could have an underlying feeling of being forced to sacrifice herself for ungrateful people. Which could be the way of thinkinh Shadow would try to trick her into. Still, her altruism would make him remember about Maria "last wishes" who, mirroring those of Sa2 Maria, are about using his power to save people instead of getting revenge?
