To be precise:
Whenever a song of Miku is horribly done, they say that she's drunk. Somewhere in Japan or on Nico Nico Douga spawned Yowane, supposedly Miku's bigger sister with a drinking problem and little talent for singing.
It kinda evolved from there. She's not "official" in the sense that she doesn't have her own program like Rin and Len, Miku and the others. In Nendoroid she's embraced because she's quite popular and people WUV HER. As for project diva... Dunno. I think they just decided to roll with it x3.
