I said it's not mine, i'm not taking credit out of it, and if you think they're shitty filters, that's fine, thanks for the opinion, to me it's for practice, i'm not trying to sell it or anything :S i just wanted to see it in a different way and wanted opinions.

I have PS cs6, I recently uploaded a picture I have done for something else using CS6. I also have Elements, but to be honest the only real difference between photoshop volumes is a single added feature ^.^

You cannot apply filters to other artist's work and claim it as your own. It's extremely disrespectful to who ACTUALLY came up with-and drew this.

It doesn't matter if you say it's not yours. The fact that you uploaded it here means it's art of YOUR creation, thus the "copyright" etc when uploading.
You can upload things you want to play with on photobucket and the like, but deviantart is for actual /art/ not messing with filters. Unless you drew the image, then filter it and upload to your hearts content.
Although do to their lenient and poor cleanup crew dA has become sort of a joke after all these years. I only chose to comment on yours because I really appreciate the DS artist team and their concepts, and it's just disappointing to keep seeing things like this.

Then, i misunderstood the rules, i guess 
I talked to a "deviant cop" or whatever (i don't know if he is, but seemed to know very well about this: [link] ) and he told me that it's perfectly fine to like "add" something to a work, ONLY if you let people know it's not your real design or creation and put the link of the original below giving credit to the original artist, if not, it's stealing.
I see modified works quite often and honestly, i don't see the problem.
Anyway, thanks for explaining and i understand your situation (you said it's just disappointing to keep seeing things like this) i get it. I'm going to see if this is actually wrong, i have my doubts because this guy seems to know what he's saying.

It happens, pretty often to be honest. I just try to explain to people when I come across something.
He doesn't work for the staff only people with special symbols by their names do. Like "`" or "$" etc-although sometimes "`" ones are just those who are just recognized artists and not staff or mods.
I'm sure you can find a better guide to that if you want, but you get the idea.
You may be seeing photo-manipulations which add stock photos to existing stock and use their artistic vision to create a new image. Although I'm not a fan, those are within bounds. Things have been flaky with rules and what not, from what is classified as 'porn', to if traced art should still be here. (Unfortunately a lot still is.)
Yea pretty much, it's up to what the staff decides.
