The signal light is there because once in a while worker trains will pass through those tracks.

BMT = Brooklyn Manhattan Transit, and because a new subway route was developed so this station wasn't needed anymore.

Yes there is a staircase with a short gate in front of it.

Any discontinued trains are either kept in a train yard or pulled apart and taken out of the system, although who knows there might be a hidden gem somewhere waiting for me to find it.
