I'm gonna start off and say this is well drawn. The face looks good, there don't seem to be flaws with the neck and above, and her arms look natural, as well as the hair.Β
Anatomy for goat monsters is weird, but I'm sure that that's not how her backside should work, especially near her butt. Like, I don't know if that's normal for it to appear to stick out. Not only that, but her chest kinda seems... not unrealistic, but doesn't seem to look right on Toriel.
Also, one of your other pieces shares this oddly sized chest, but it seems smaller in that other piece and actually isn't as distracting. It could just be the pose, but that's just me.Β
All and all, the best advice I can say is make it so that it doesn't look like her butt is just sticking out like that. It makes her back seem structurally weaker and unlikely to support the size of her chest. But don't take this as fact, because I'm not a professional artist and don't know anatomy so well, so this could be something that actually happens in real life. But I think it would help to improve this piece. That's all I can really say though.

Look at the PokΓ©mon fandom and most people don't complain about feminine mons and the Hex Maniac being drawn with large breasts but if it's a UT character everyone loses their minds, lmao.
