As she turned and began walking purposefully to the door, Pulze's representative spoke up."But... why?? Why did you spare us?! It's clear you could have destroyed us all and taken it by force!"
Sadira stopped short, and a deathly silence filled the room.
She turned a little, just enough so that she could see them, but not enough to show them any respect, and gave a short laugh.
"You ask why I spared you?
My silly councilmen, I know now what you say is true; had I left my forces just a little longer... I could have annihilated you all.
...But you see, I was simply testing my power.
Now that both you and I know just how powerful I really am, I don't think I'll have any problems with your co-operation, will I?"
She gave a sly smile and then continued out the door, leaving the members of the room shuddering at what they'd just heard...

For a gift sketch, I spent a little more time than I probably should have on it...
Anyway, this is *Caller-of-Storms 's OC, Sadira.

I think I had so much fun with this one because in my mind, she's this deliciously evil and dark character.
Her costume and overall visual design is based off of my new favorite villain. ^^

When he gave me the samples of her personality, this image came immediately to mind.

They're not necessarily around to co-operate with her. They're there to amuse her. Knowing you and everyone you know can be wiped of the face of the earth in a few days is a good reason to keep you're ruler pleased and to stay away from her.

I was going back and reading through all the comments leading up to this.
And when you mentioned that the councilmen... people weren't there for co-operation or whatever, that's sorta what I was going for with what she said, it just didn't quite come across as that, I guess.
I meant it in the way that she wants to make sure that they do what she says sort of co-operation, not a "working together" co-operation.

You do seem to be. Despite playing the good guy pretty often, you do have a thing for the villains
Yeah. She's fine with them running their own sections of the city. It's less work for her after all. What she doesn't want is for them to work together, cause then she'd have to expend a lot of energy to put them in their places again
