Not sure leather itself will hold the ratchet teeth if they're embossed in, but if that's your preferred route, it IS possible to harden leather with cyanoacrylate.

I thought about hardening the leather with boiling water and then polyurethane but that might become brittle.

My only experience with hardening leather was less dimensionally critical: I tried to make a flogger with hardened 'scourge' barbs on the otherwise soft falls.  It was a success in its effects, but not appearance-wise.  I tried a few different things to harden the tips.  In my experience, boiling water works by undoing some of the tanning process, which leaves the leather thicker and less flexible, but more vulnerable to the sort of cracking and decay that destroy rawhide.  Polyurethane would probably work better, especially the exterior 'spar varnish' grades, which form a more flexible film to withstand temperature changes, expansion of the wood, and such.  Whatever you use, mask off the rest of the leather: the more surface you harden, the more likely the leather is to crack.

I was wondering if it would be possibly to punch and harden leather in a way, that it could work as a cable tie.

Why not just use a normal leather strap and make the teeth out of some other material like aluminium or plastic?

As I designed it I wanted it to be impressed, not embossed. Just for the looks of it
