can't say im too sure about that part of the rule.
I guess if the person just wanted to showcase some other artist's works he/she could just feature/fav theirs instead of submitting it

I know I'm replying to an old comment here but here's something about crediting on dA:
FAQ #306: Does "Crediting" let me use whatever I want?
In other words, crediting doesn't work on dA. You might want to ask him/her to take it down, and it'll be taken down much more quickly if the original artist is involved in removing the image. Also, whenever anyone uploads work onto dA, its automatically copyrighted to you (hence the gray text below the devation "©2009-2012 -username-"so crediting doesn't really do anything here.

I checked the etiquette (down at the very bottom between the links to "services" and "privacy policy") and it clearly stated at all submissions have to be original creations. Sp yeah, featuring/faving is the right option.
