In our story the Shapeless are grand beings created by other Shapeless' to care for the many galaxies in all of the multiverses. As space is constantly growing, new Shapeless' are needed to guard everything in it! So when our Shapeless refers to "the Elders" they're talking about the very first Shapeless creatures there was, the ones who are told to have created everything we know of! 
Our Shapeless is actually quite young. A fresh one! Just a few hundred million years behind it
