Not. By. Blood. Loki is a Jotun (Frost Giant) whom Odin picked up from Jotunheim when he was a baby as leverage to use against Laufeyson as a peace treaty. Odin put a spell on him that made him look as he does now, as an Asgardian, but he's adopted. They are not related, but yes, from a different standpoint it can be seen as incest, but technically they are not related by blood, but he is a member of the family.
