You should approach her, and talk to her, but for the love of GOD don't flirt! If you've been flirting with loads of girls and then do the same with her, and then try to tell her she's special she's probably not going to be very impressed, or convinced.
You have to be honest with her, talk to her, try to become friends to begin with, then if you decide to tell her how you feel and she's confused about all the flirting, tell her the truth. That's all you need to do at the end of the day, then the ball will be in her court.

oh for the love of God, tell her! What if she's sitting there thinking you don't care about her at all? Ease both of your minds and hearts. Even if it doesn't work out, at least you won't be sitting there thinking "What would've happened?". Trust me.

Inaction is scarier than action. When you want but don't act you spend your time being anxious about the decision. That is much worse in the end than if you just give it a shot and it doesn't work out. Then, by making a decision you at least have the chance that you'll actually get what you want. Though I will tell you, if "THE ONE" sees you flirting with other girls, then you hit on her, it's going to probably lower her opinion of you. Be careful.
