Raiko approaches to Mako and asks him to join him in a stroll on Republic City Park. Raiko tells Mako that the Turtles do not belong in this world, and can be nothing but trouble since they've arrived, and he also told him that he heard he broke up with the Avatar after the information he gave him. With that last comment, Mako suggests that it's all the Turtles' fault his relationship with Korra ended and she's choosing Leonardo over him (but it's nothing like that).

Raiko couldn't agree more. He says that he has a dream of a new order of the Republic, with no criminals, no dangerous threats, and no wars. He makes an offer to Mako to be his right-hand man, Mako agrees.

Unknown to Mako, Raiko's chosen a puppet in his own schemes with the Foot.
