Well, do you do the usual steps? There should be a list of emoticons on the right side of a comment, and underneath is the word "Emoticons". Click on it to get a full list of emoticons. All you have to do is write what's on the left side, usually in the format :emoticon name: or some text-speak face.
If you have been doing that, I'm not sure what's wrong. You could always ask Admin., but not sure how. He he... 
Oh, but if you are talking about, like, say, you want to ADD an emoticon to dA, you could simply download it as you usually do a Deviation. But again, not entirely sure if thee are any differences. You could also create an individual account with with the user's icon as an emoticon, similar to those "plz" accounts I told you about.
