I work on Gimp with a Wacom Intuos 4. The sea and sky are essentially faded blues. The trick was to make realistic waves, but on the drawing the sea is calm so it's just little "mountains" of water with shadows. An important thing was also to make the water translucent where the character stands. Thanks to that the girl really seems to be in the water, and you can see the beginning of the beach underwater with a faded yellow. There's no secret for the reflections, it's white dots (mainly on waves), a LOT of white dots. ^^
Clouds are tricky, it took a long time for me to find a way to draw them, and I often change even today as I'm never quite satisfied. I would say the trick is to alternate between sharp and blurred lines, to give them a cotton look.

To have a tablet is really helpful, yes. I admire you, drawing with a laptop pad requires to have a lot of patience (I was drawing like this before). You can find some affordable tablets online, but yeah, you need to have some money to buy something decent.
Another advice I would give you is to take references. Google search for water pictures, take pictures yourself, watch water when you take a bath or go to the swimming-pool, and then try to reproduce that on your laptop. For instance I watched some photos of the sea I took when I was on vacation last year before I drew Deep Blue. When you draw on a PC it's easy to just open a picture near your drawing software and try to reproduce the effects. Start with simple shapes and shades, and gradually add details.
Watch other artists works too, some styles can just click with you when you see them and are more or less realistic or easy to draw. Pretty "simple" things can produce a very good effect, like in these comics for example : [link] and [link] .

Backgrounds are horrible to draw if you ask me. Often, you are happy with the character you've drawn and then you're like "I still have ALL this space to fill ?!?". And then you look outside and there's all these natural scenes with thousands of details, and you're going to spend hours to try to reproduce that. The joy of drawing !
