Awesome depiction! The poor Muggles around look rightly scared. They may not know what is about to happen, but know that it is bad. Also, the jack-o-lantern in the window is such a great detail. A piece of normalcy when everything else in the area is going to hell.

I think that they are yes scared but also weirded out; This guy just storms up and starts yelling at Petigrew and when he reaches into his pocket they expect him to pull out a gun or something, but the man just pulls out a stick (Of course they do not know what a wand is) and they think he is a crackpot until the other man pulls out a similar stick. Not to mention the few people standing behind Petigrew witness the man cutting off his own finger!
