Ehh...I can't put my finger on it...but maybe this is too simple? Moar stereotypes, pl0x. No but seriously, your style is great and all, but you have to watch for the extremes (too simple, not simple enough). Because I've seen what you can do when you hit it perfectly...so just keep trying. It does look like it has promising evos, though...

hmm... a cute idea, but... this one for instance has a LOT of color... and in most cases is clashes unless the colors are close, or looks good together... but um... when the colors are so different it can look too cluttered
so instance maybe lose the brown, and try either using more blue, or ditching it entirely... make the cheeks blue, and make the "ice?" on the head a little more... rounded? similar to the horns on froslass... um... in most cases heavily zig zaggy features are a nono in pokemon...
but its not that bad :}
