If shrunken down tiny enough, each foot could likely comfortably accommodate thousands of tourists. Would she even notice them... that's hard to say. Even if she were well aware that there were shrunken people on her feet, she likely wouldn't be able to see or feel them unless they all gathered at a particular spot or something like that.
