Honestly, I think the legendary dogs got translated to be dogs because of this letter “犬.” That one letter however can also be translated into “beasts” or any other four legged creature.
If you look at the beasts this is what they look like:
Raikou- Saber Tooth or TigerEntei- Lion
Suicune- Leopards (if anything snow leopards) or mythical beast :QilinEither way this is still up to debate. Oh the controversies....

Raikou is a saber toothed tiger, Entei can be seen as either a lion or a boxer, the latter of which is actually a dog, and Suicune is either some sort of hound or possibly a leopard. Suicune seems the most dog-like, though.

There's a theory on that, saying that Ho-oh found a dead Vaporeon, Jolteon, and Flareon, and revived them and turned them into Entei, Raikou and Suicune.

There is actually a Pokemon Red/Blue glitch you can do to actually get Yoshi as a Pokemon, but it requires both Red and Blue.

They're not dogs. They're based off a tiger, lion, and leopard.

It's based off a Kirin, and takes traits from leopards. Zygarde is the only dog legendary.

Yeah, doesn't mean that it is a leopard though because it has traits of different animals, similar to the Chimera. And Zygarde is not just a dog since its regular form is a snake and its complete form is a humanoid.
