In my head canon, she's a girl, because personally, I believe it would be slightly awkward to be a boy and have a name like Virginia.
I tried to match England's color scheme cus she was founded by them (Jamestown) and shit. Also, I think Virginia is named after one of britain's queens.? Also, green looks good.
