This is the orbital titan factory for the Stargate Races mod for Sins of a Solar Empire. It's rendered here with the titan to illustrate how it it wraps around the titan mesh while constructing.

The titan itself is the work of AlxFX (high poly concept) and dotNfg of Stargate Invasion (low poly game asset version), with custom textures for SGR as well.
