In New Camilla* most children start school in the year they turn six years old. Logically then, 12 years later as high school seniors, they begin to turn 18. For boys that birthday is no big deal. They can vote or join the Army. But for girls the 18th birthday is a huge deal because they become subject to the URC!

The lucky girls have birthdays early in the school year, in August, September, or October. That allows them to wear restraints for most of their senior year of school. The unlucky ones have birthdays much later, in April, May, or June and must wait and watch as their classmates celebrate their ascension to adulthood.

Here we see three friends out for a day of fun. Kathy (on the left) and Giselle (on the right) have celebrated their 18th birthdays and are properly restrained. Josie (center) is lagging behind and still must wait almost two months until she turns 18. Thus she cannot be restrained in public. Out with her friends she resorts to the time honored strategy of holding her arms behind her, hoping that from a distance or when seen from the front it will appear that she is bound but in fact she is only pretending. Hang in there Josie. Your time will come.
