Description The tale goes that the bronze sculpture was made from a cast of the young vagrant to be displayed in the town park. The odd pose and lack of attire was to serve as an embarrassment and to allow the towns people to remember his face as he was a notorious pickpocket. The inscription was to scare other children and rise a laugh from everyone else. Curiously however, there are no more records of him after that date.

Could be a joke, but... What if a sorcerer, wizard or witch was in the employ of the local government. And they began a test program to magically turn criminals into bronze, not encased or coated but turned entirely into bronze, an alloy of the metals copper and tin. And allow them to remain totally aware the whole time, even though no longer beings of flesh and blood but solid metal. Perhaps they didn't know that the spell was irreversible after a set time, lets say 6 weeks, so 12 weeks caused a permanent transformation. The program was abandoned and the statue left there.

Or after being turned into a statue the authorities discovered additional even worse crimes had been done by James Balmott, so serious that it was decided to never ever restore the statue.

During World War 2 Britain shortage of metals, some statues were taken for the war effort. Luckily Balmott avoided being melted down and made into bronze fittings and ship propellers.

Yes the statue was already nearly a hundred years old by the time Britain declared war, so it was considered a national treasure by then.

Possibly, I wouldn't wish it on my worst enemies, so perhaps a dreamlike awareness where a day could've been a year and a year could have been a day. 
Also, he's about to get some company.

Over-lapsed by about 177 years, but I don't think the sculptor forgot anything, no one else knew.
