It's interesting to consider what we define as art. Though it has its own definition, different people will consider different things to be art. Some will say video games are art, some will say well-cooked food is art, some will even say math is an art. Basically anything that allows us to express ourselves can potentially be considered an art, though not all forms of self-expression are commonly viewed as such. A picture like this which appropriates a few different images from different sources reads like a collage. It's still a form of self-expression, but much of it is channeled through the the work of someone else, like an author channeling a story through someone else's characters.

'Chaos' is the first word that comes to mind when viewing this piece. Between the filter over top of it, the strange grid that covers the ground, the dolphin in the sky, the giant broccoli covering the ground, and the odd-looking character front and center, it's almost as if this art were randomly generated. There's some text in the background, but due to most of it being covered up by the character, I can't read it, and the visible parts don't provide enough context to make out what it says. Still, despite the chaotic nature of the picture, there are still aspects that show signs of design over thoughtlessness.

The character has been placed in the center of the frame but not precisely in the center, just enough to the side of it to add some visual intrigue. The layer that features the PLAY text consists of three independent sections, creating the illusion of us viewing the image as if we are watching a recording of it, and the character is making the peace sign as if looking at a camera. The filter also complements the illusion of watching an old tape. The palm trees look roughly equidistant from the central character, pointing inward to guide the reader's eye toward it, and the unusual broccoli images follow suit. The dolphin in the background is a little weird even in the context of this image, as its placement obscures most of it, and I'm not sure how big it is supposed to be given the perspective. I'm guessing that our character is standing in front of a large aquarium tank, and the dolphin is swimming inside of it. It gives something for the character to pose in front of, but it seems more like a prime opportunity for a selfie rather than a self-recording. The text has the most jarring placement, as it's blocked both by the palm tree and the character's head. It's rather illegible, but it does add an extra sprinkle of crassness that the picture wouldn't otherwise have. If the words being read are important to what is happening, I'd suggest better placement. If not, I'd suggest reducing the length of the text such that it keeps its intended effect without looking unintentionally obscured.

Based on your description, I take it that the character was the aspect of the image you drew yourself. Given the filter and dark background, the yellow fur does well to make the character stand out. Though the shirt is rather purple, the yellow lines help to distinguish it from the background, and as bizarre as the broccoli is, it helps visually separate the ground from the shirt. The division of the character's face is a little odd, as I can't tell if it's just differently colored fur or a half-mask. If it's the latter, I'd recommend adding more depth to it, as it looks like it's just part of the face, especially with how the nose and mouth seamlessly traverse across it. If it's not a mask, I'd suggest more of a natural gradient like the shirt does. Having a solid line down the center of the face gives the impression that there is a physical separation of the two sides, which is more suggestive of the mask idea. The fact that the hair isn't colored like the right side despite being on that side also makes me think it's a mask rather than a discoloring of the fur. 

One rule of thumb I've heard that's good to stick to is to make your backgrounds more realistic than your characters, so the world they inhabit feels real. I suppose I can say this picture succeeds on that front given the rather realistic textures and objects. It makes me wonder, though. How would this picture look if all of it were hand-drawn like the character is? Would it look better? Worse? Would it have more artistic meaning or charm? Would your artistic spirit shine through more clearly? I can't say one way or another, but I'd consider thinking about such questions when planning future pieces. Experimental pieces like this are ripe for answering questions, learning what works and what doesn't, and finding more pieces of your artistic soul. Be sure to make the most of it. You've already prepared this dish for yourself and others to enjoy. Just don't forget to taste it.
