Theme is actually ROYALE NOIR, provided by M$ developers, search for the free theme to download.
The wallpaper, won't find it, but search Google Images for "xp wallpaper black" for some alternative eye candy.

It's actually a mixture of different things.
The Windows Skin and Background are both from themexp.org , you'll need StyleXP to install them.
The Win Media Player skin is from customize.org .
