Capcom Play Sytem 2. A system where it has Marvel vs Capcom, Street Fighter, and other fighting games. I was trying to aim that sprite.

RNG means Random Number Generator, which is what games use to define an outcome for certain situations (E.G a item in Mario Kart, an enemy encounter in Final Fantasy)
