It's AU versions of Kuveko2010 's OC Melin and darthrivan 's OC Malaya in a scene inspired by the Bugs Bunny cartoon Buckaroo Bugs. Sheriff Melin was out searching for the Masked Marauder but the bandit got the drop on her and stuck her up robbing her with a magnet so powerful it tooks her belt and tore her shirt exposing her underwear.
After getting a spare gun and clothes from her horse Melin tried to chase her only to be stuck up again with her underwear getting caught up in the magnet's pull this time revealing that she wore diaper-like garments held together by pins beneath them (also a reterence to a scene in Buckaroo Bugs). Unfortunately for Melin the magnet took her pins too which resulted in the extra undergarments falling apart and showing that beneath them she had a leat bikini on which eagle-eyed viewers might spot poking out from beneath in this picture. Either way Melin was very embarrassed for Malaya to see how far she went to preserve her modesty.
