When you download it, go to the Control Panel on your computer (you can find it in Start --> Settings), then click the Mouse icon. Click the tab named "Pointers" and then click the "Browse..." button. Find the folder where you saved this cursor and choose that cursor. Click "Open", then "Apply" and that's it.
