It was a stick. Each time it flew up and dropped it, it became smaller. You will see birds do this with clams to get food, I saw one fixate on a green golf ball. Learned behavior.

Crows will put hard to open foods like nuts in the middle of busy roads. they use the street lights to time their drop off and rewarding retrieval. I've seen birds of all varieties "play" with an item like this fella with his stick. science is finding that avians are much smarter than once believed.
