i don't like putting labels on things but if i had to be honest, Naoto will be the one wearing the pants in the relationship as an ace detective while Kanji is running his adorable shop of crafts and teddie bears.

I know that Persona is very dark, and I personally don't find it all that appealing.

Kanji could be the rookie hot headed cop who assisted Naoto the cool ace detective, Dojima paired them up (probably for the lulz or cause Souji asked him to) to investigate crazy shenanigans of Inaba.
