This photograph is somewhere in Karnataka or Maharashtra India, but it was taken from the train, so I'm not sure exactly where it was.The women in the picture appear to be construction workers (you can get a closer look in the image "Dreaming of Twilight [link]").
In India, the construction laborers do most of the work by hand, instead of using expensive equipment.
