Wonderfull shot! I admire the combination of portrait and an extended shuttertime. I presume you used a tripod, but how did you get that guy to stand so perfectly still for 15 seconds? That's hard, you know. Try to stand perfectly still for 15 seconds.

I like the lighting a lot. You've done a great job with the shadows and the long exposure to get the painted lights in the backround and that great flare. On yourself (the subject) you've also got lighting coming from the side that works really well to make you look less flat. I wish there wasn't that bit of flare over the mouth, but that's personal taste. Overall, great shot.
