Yup...It's Nessarose from Wicked. We be liking her collar, which I did not notice was asymetrical before I started this pic. The things we learn...I know the styles of all these Shiz portrait framed things are different, but I lack continuity and the like.

Reminds of of Katie Roly-Jones. Ah yes this lovely sweet picture covers the phyco nessa inside. lets be honest here we've all seen what munchkin town looks like in the Film wizard of oz...and it makes you wonder what Laws Nessa was making as governer.
