Was it really her mission? She seemed very open minded even at the beginning. She never felt vengeful or resentful towards Tempest. So I think she just agreed to the mission to have an excuse to get close to Tempest.

I love how you have those text boxes spaced apart during their conversation. It really sells that sense of awkwardness there is between them.

I hope you'll also do the opposite. That characters have a heated discussion and the text bubbles are all pressed up against each other. Maybe even having them overlap to really sell that sense that they don't even allow each other to completely finish speaking.
