Go watch Batman The Animated Series. Read the book titled "Batgirl Year One", it explains that she uses her cute petite shape to her advantage, BECAUSE people underestimate her. She can't work as a cop because she doesn't have the minimum height requirement, and even her Taekwondo teacher mocks her.

She's BatGIRL not Batwoman or Wonder Woman...
