Um no Goku was 15 in the Piccolo Daimaou saga and 18 in the 23 TB saga

I think people think he was 16 because after the 21TB the DBs are reactived, but non line exists in the manga (the filler Pilaf "corrects" this mistake)
BTW Goku being 23 in Z mirrors Present Trunks being 23 in GT
