Okay. If any of you remember the Fox Kids show Toonsylvania, then you know who this is. In one of the cartoons, Igor bought Phil a doll for his birthday. The doll turned out to be an evil Satan-spawn. ^_^ That was my FAVORITE episode!"I'm Darla Doily! And I'm going to turn you into sausages!"

I think you misread it. It actually said they had yet to put it out on DVD, which means they have no current plans to put the show out on DVD, unfortunately.
