If my beta could see the screen, i KNOW he'd be annoying me for a fin do just like that! this would be his new favourite hero.
Fantastic character concept, the design is solid and very much so resembles the amalgamation of your own style and the pokemon style.

i really like the colors and the lineart is really, very controlled and appealing... but you have almost too many colors to be a pokemon...
maybe pick 3 colors in try not to fade colors into eachother... i know in all other area's that kinda of coloring is what you want to do, but in pokemon, its all about simplicity
maybe ob the fins separate the colors with zigzaggy lines, and have 2 or 3 sections of color?
light blue >>> darker blue >>> pink?
these are just a few suggestions on future coloring, thats all

- "zigzaggy lines" are definitely good idea !!
