I used the brush tool on Paint Tool Sai with an opacity of maybe 40 or so. First Draw thick lines and then Paint more and more and blur it with a color between to colors until you have this fluent coloring.
At the end you can outline some things with the pencil tool Hope it helped. If you have questions, just ask
