This is a quite interesting horse. It looks like a heavy-draft like horse, but such convexe profile and short neck make it really odd looking.

He was a 2400lb horse so he was definitely a heavy draft. Maybe it just the photo as his neck was super long.

It could be. The neck definitively looks short here, but this horse needs a long neck to reach the ground. Also that heavy convexe profile is quite odd.
