Created, as usual, with MSPaint. The weird spurs sticking out of its head and extremities are a result of the cross shaped brush I used, although it technically wasn't so much a brush shape (since paint doesn't have very many) as it was a shape I drew, selected, and dragged while holding the shift key. The effect is much the same as if it were one of the brush tools.
