It is the default dress from Fairyland's Chloe Moon Light. I was lucky enough to snag it when I traded my Chalco for a Chloe. It is tight as heck, but it works AND it has a place for the tail to go built right in. It was made for her, I say.
And yes, the horns are amazing! I traded for those too, and was surprised at the quality. I need to find a red set for Niahm'et. They would be perfect for him.

Ah I thought it might be Chloe's 
I have the red ones too lol. When they were being discontinued I snagged them, knowing I would regret it later if I didn't.
