Its debated heavily, similar to the Mangle - gender debate, however you cant deny the fact that unlike the other phantoms whom have a lot more green coloration Phantom Freddy seems to have a lot more yellow, indicating that under all the grime and decay he might be Golden Freddy, AKA Fredbear of Fredbear's family diner. Which would make sense considering how Springtrap was originally Spring Bonnie (a play on the term 'Spring Bunny') whom performed alongside Fredbear as the first generation animatronics.
