This is a very far way to come for an artist like you, I believe, and I think that a person like you should deserve more attention for all the effort you have amassed into this comic, with your art improving every step of the way taken.
I am going to proceed to critiquing this specific strip:
You have done a fairly good job with the shading on a few panels, and it is a very nice additional small detail added to "polish up" this comic. I thought that you could perhaps change the way that Foresight was positions or the way his expression changes.
Now for overall critique on wholesale comic:
The story telling is so profound and can impact the reader in such a way that, possibly, even a person unfamiliar with Dr. Who can follow and understand everything, and develop a subconscious relationship with the characters in this story: a sign of a special literate talent.
Despite the huge improvement that your artwork underwent this whole time, i think you still need a few extra step before i can call you a fully mastered artist.
Few people can go such ways to do what you have accomplished today, and you have to be proud of what you did. Disregard any undermining comment made to you on your efforts, remember that you have a storytelling knack that few can muster well enough to create an elaborate and memorable story.
Keep on going, and don't stop no matter what.

Kinda sounds like the Meeting in Samara from the latest Sherlock episode
A man is at a market in the mighty city of Bagdad. Through the crowd, he sees a stranger, looking directly at him, puzzled. The man realizes that the stranger is Death. Fearful, he runs away, hoping he can run from Death. Finally, he reaches the city Samara, believing he will be safe there. But not before he has entered the city, is Death standing there, looking at him. The man walks up to Death, and says; "I give up. If you can find me here, there is nowhere you can't find me. But tell me one thing: Why did you look confused when you saw me in Bagdad?"
"Because" said Death. "I was supposed to meet you tonight, here, in Samara"

Same thing in Kung-Fu Panda, both movies. Someone tries to stop the future they don't like, which causes events to lead to what they were trying to prevent.

I've heard of this story too. *shudders*
Foresight reminds me of a few Yu-Gi-Oh! villains. The way he keeps going on about destiny, the way he is arrogantly talking to the Doctor and not going to stop yammering anytime soon.

ive actually heard that story before. you changed it quite a bit. *ahem*:
a young man walked into town one day and saw Death staring at him from across the square. startled, confused, and more than a little bit scared, he ran to hire a carriage to take him to the next town as fast as he could. he ran into a nearby restaurant and quickly ordered a meal and a pint of whiskey, but after the waitress had retreated into the kitchen, he was shocked to see Death at a nearby table, looking at him in the same way as before. he left immediately, chartering a boat to take him to a town across the sea, far away from Death and his old life. he arrived in a portside town, and went straight to the tavern to rent out a room. he locked himself in, boarded the windows, barricaded the door, and started a fire in the fireplace to ensure he didnt freeze in the night. he stood, turning to grab a log from the fire, only to see Death resting in the armchair behind him. at this he wailed piteously: "What drives thee to persecute me in such a fashion as this! Why did you not just take me in the market square, all those years ago?"
"Because it wasnt your time." said Death.
"Then why did you stare? Why did you focus your attentions on me?"
at this Death smiled grimly and said: "I didnt. i was shocked to see you in the square and to find you in the restaurant, for it wasnt your time in either of those places. no, for all along the way, it has been here that i was to finally meet you."
and there was much wailing and gnashing of teeth, and on on the boat to Tartarus, much more facepalming. if you listen closely, in the darkest of nights, when the wall between us and the ether grow thin as spider's silk, you can still here him facepalming to this very day in the Fields of Asphodel.
