What a coincidence! I took color theory in college & completed the same assignment. Your color wheel has attractive fluidity. Good job! Mine is a bit more rigid. I'd love to receive commentary from you, since you can relate!

Yours is awesome. And you had a solid concept behind it!
I think part of the reason that your looks odd is because it's cut out shapes... cut outs are tricky. Part of the thing you have to do is try to make sure that all the cut outs have the paint flowing in the same direction (the strokes). Other then that, it looks like you cut out the shapes pretty well, no chiped edges on it as far as I can see. Did you use some sort of a hole puch for the center part? It's so damn perfect and circle-ly.
