Would Bill be the protagonist from Shadows of Almia? Remembering Munchlax was one of the possible Partner Pokemon, and they seem to be pretty close so a friendship-based evolution seems completely normal even if he doesn't battle. You also mentioned in another comment that he was a Ranger, if I recall??
